David Kimbrell

Chief David Kimbrell joined the emergency services field in 1984 as a volunteer firefighter, later that year obtaining his firefighter and EMT certification. His career service began in 1985 with the City of Cornelia where he achieved the rank of Lieutenant. While working full time at Cornelia and with the City of Baldwin, he attended the police academy; graduating in 1990 with honors and receiving the Top Gun award. Chief Kimbrell was also a volunteer with the City of Baldwin fire for 7 years before leaving that department at the rank of Captain.

Chief Kimbrell began his career at Hall County Fire Services in 1991 as a Lieutenant in the Fire Prevention division. In 1996 he was promoted the position of Fire Marshal and in 2002 was promoted to the rank of Administrative Chief—the first for the department. In 2004 he was appointed as the Fire/EMS Chief and Emergency Management Director, a position he held until 2014.

In 2014, Chief Kimbrell retired from the fire services and became full time director of Emergency Management and Homeland Security and oversight of the 911 communications center serving until his retirement in 2018.

David is a certified Georgia Firefighter, Certified Peace Officer, Certified Emergency Manager, and Nationally Registered Emergency Medical Technician. He is active with the Georgia Firefighters Burn Foundation, having served many years as a volunteer at their Camp Oo-U-La (Georgia’s only camp for burn survivor children), served on the Georgia Firefighters Burn Foundation Board of Directors for 9 years, rotating off the board as Chairman of their Board of Directors. He also served on the Board of Directors of the Georgia Association of Fire Chiefs and served 3 years as President, served as a member and past Chairman of the Board of Directors of Lanier Technical College, and as a member of the Northeast Georgia Boy Scouts of America Executive Board of Directors.
He has received numerous awards for fire and EMS accommodations and has lectured and taught at State and National academies and conferences.

David is a member of multiple fire and EMS associations and coalitions and has served in various officer and leadership capacities.

Chief Kimbrell is a graduate of Habersham Central High School attended Gainesville State College, University of North Georgia and East Georgia State College graduating with degrees in Business Administration and Emergency Services Administration.
